In brief

August Hanning, who led Germany’s Federal Intelligence Service from 1998 to 2005, was arrested on Tuesday on suspicions of espionage, treason and passing classified documents to foreign intelligence organisations. Prosecutors say he received about 2,000 top‑secret files from a former BND employee and used them to draft reports for foreign agents, while maintaining contact with a second foreign service. The arrest, conducted at Hanning’s home near Münster, follows a longer series of BND controversies, including a 2023 treason case involving the leaking of Ukrainian war information to Russia. Hanning is scheduled for court on Wednesday, and the case raises concerns about safeguards within Germany’s security apparatus.

The German Federal Prosecutor’s Office announced that former federal intelligence chief August Hanning has been arrested on charges of espionage, treason and the unlawful possession of classified information.

Hanning headed the BND, Germany’s foreign intelligence agency, from 1998 to 2005 and has worked as a private consultant since leaving the service. Prosecutors allege that he obtained about 2,000 top‑secret documents from a former BND staff member, used them to produce reports for a foreign intelligence officer, and maintained contact with another foreign spy network. The foreign identities remain undisclosed.

Authorities also detained former BND employee Manfred D. He is accused of providing Hanning with the confidential files in exchange for payment, and of helping facilitate the alleged trafficking of state secrets.

The arrest took place at Hanning’s residence in Nordwalde, near the city of Münster, while the other suspects were taken into custody in Bavaria. Hanning will appear before a court on Wednesday and Manfred D is scheduled for arraignment on Tuesday.

The investigation emerged during a separate case involving the German high‑profile heiress Christina Block, who has been charged with kidnapping her own children. Evidence recovered from Block’s premises—an electronic storage device containing recent BND documents—contributed to the intelligence breach probe.

Germany’s BND has previously faced treason allegations. In 2023, a senior officer, Carsten L., was charged with passing Ukrainian war data and information on the Wagner mercenary group to Russia, a case still in progress.

The case underscores ongoing concerns about internal security within Germany’s intelligence community and the potential effects on national security and international alliances.
